Instructions:
Cover mat board with patterned paper. Die-cut Bag Topper out of covered mat board. Cut decorative trim to size, tuck under front of Bag Topper and adhere in place. Die-cut Swirl out of cardstock, embellish with glitter and adhere to Bag Topper. Die-cut phrase out of cardstock and adhere to Bag Topper. Place candy inside cellophane bag and attach to Bag Topper. Embellish with a ribbon.
